How to Make a Referral

If you have a client that would benefit from a medical forensic exam, you can refer them to DCFNE by:

  • Advising them to go to the Emergency Department at MedStar Washington Hospital Center, where walk-in services are available 24/7

  • Calling the DC Victim Hotline - 844-4HELP-DC (844-443-5732)

How to Request Medical Forensic Records

Unless required by law, DCFNE does not share, disclose, or confirm the existence of medical forensic records without a patient’s express consent. Please also note that DCFNE only fulfills third-party requests when a valid, signed DCFNE Information Release Form is on file.

To request a patient’s medical records, follow these steps:

  • Submit the request via email to records@dcfne.org. Requests should include the patient’s name, date of birth, and date of exam (or range of dates).

  • DCFNE will verify that a signed DCFNE Information Release Form is on file.

  • In the absence of a signed release, DCFNE will attempt to contact the patient and obtain consent electronically before responding to the request.

  • Once consent is verified, the requestor will receive a login to the system and electronic access will be granted on a temporary basis.

How to Request Forensic Nurse Testimony

DCFNE’s forensic nurses provide objective, fact-based testimony as fact witnesses in a variety of legal proceedings, including criminal and civil cases, military hearings, college and university Title IX proceedings, family court matters, protective order hearings, and other administrative court proceedings. To request testimony, all subpoenas or formal requests must be sent to admin@dcfne.org. We do not accept service via email to individual nurses. As a courtesy, please provide as much advance notice as possible to allow for proper scheduling and case preparation.
